Biological manipulation is the ability to alter the genetic makeup of any living thing.

Victoria can manipulate the genetic makeup of any living thing. She has been shown to manipulate viruses and plants, and can presumably manipulate bacteria, fungi, and animals as well, though she has not demonstrated this capability. She appears to be able to manipulate the genetic material with her hands at close range.
Examples
- In 1977, Victoria is able to create at least 138 strains of the Shanti virus in a short period of time.
- In 1996, Victoria brushes a common fern with her hand and tells Noah that it will sprout multi-colored flowers.
