The shooter is on a helicopter and, along with a partner, shoots at Eric Doyle, Gordon Hovey, and Rachel Mills as they try to escape. However, Rachel teleports into the helicopter and pushes the shooter out.

The Agent
In chapter 10 of The Agent, the shooter and his teammate are on a helicopter airborne over the roof of Building 26. They are sitting in an open door of the helicopter, and see Rachel Mills and two other fugitives get centered on by a spotlight. The two shooters open fire with machine guns at the fugitives, but their bullets are turned into sand. They also shoot at Rachel, but she teleports into the helicopter just before getting shot and forces them out of the chopper. The shooter stops firing once he begins falling from the helicopter.
