Enhanced olfaction is the ability to differentiate any smells beyond normal limits.

Limits
Enhanced olfaction appears to be a passive ability which is always active. With some concentration, the user can tell the difference between a lot of smells.
Penn can identify anyone even though they shapeshifted or hidden, but telepathy or illusion can cheat it. Penn had practiced it very well, he can find a specific person while there are lots of people.
