Rock formation is the ability to turn things to stone and make rocks form out of thin air.

Limits
Hugo Gallegos
Before his murder, Hugo Gallegos had the ability to engulf things in rocks that were dark blue crystals. Hugo demonstrated the power to not only turn encase objects in stone, but also human body parts and even the air in front of him. Using this ability caused "searing pain" and blistering skin if the ability were directed at a person. The cobalt blue stone was described as being "so cold it burns". Doctors believe that when the rock crystals formed, it "[sucks] all the heat] out of the victim's hand.
Examples
- Hugo Gallegos uses this ability to create dark blue crystals around James Dearing's pistol and fingers. Eventually, Dearing's entire hand was encased in stone. (Dirty Deeds)
- To avoid being punched, Hugo turns the air in front of him into a solid sheet of blue rock. (Dirty Deeds)
- Gallegos shoots "a dozen needle-sharp projectiles the size of tree branches" towards Dearing. (Dirty Deeds)
- During a riot at Place de la Concorde in Paris, somebody turns the police's riot gear to stone. (Save the Cheerleader, Destroy the World, Chapter 12)
