Agent Howard was a company agent who attempted to bag and tag Echo.
Character History
Webisode:Going Postal, Part 1
Agent Howard and his partner, the Constrictor, are on a Company mission to bag and tag Echo DeMille. Howard spots Echo using his ability to ward off a dog, and approaches him with his partner. He then explains that he is from a Company that looks for people like Echo and helps them learn how to use their special abilities.
When the Constrictor attempts to confine him, Echo uses his ability to escape the Constrictor's grasp and cause Howard to bleed from his ears with severe pain. Howard pulls out a gun, but Echo uses his ability again, this time causing him to collapse onto the ground. His partner then grabs the gun and shoots towards Echo but Echo gets away. Instead of pursuing Echo on foot, the Constrictor shoots Howard in the head while he is still lying on the ground and reports his death to Bob.

According to his character profile at NBC.com, Agent Howard was a rising star within the Company, personally trained by Bob. He was known for his calmness, seemingly mild manner, and wry sense of humor. Agent Howard was especially good at convincing others to do his bidding.
