Agent Penn is a former Building 26 agent who went after Alethea Thorn.

Faction Zero
In chapter 2 of Faction Zero, Penn comes after Alethea when she goes to Claire for help. He holds the women at gunpoint and when Alethea tries to influence him, he informs her that he has earmuffs on so that he cannot hear her. Before he can kill them, Rachel teleports into the store and begins to fight him. Alethea apologizes for what she did and Penn forgives her, leaving with a new attitude.
Notes
- According to a security duty report found in chapter 2 of Faction Zero, Agent Kohn (Agent Penn's partner) witnessed Agent Penn leave the building and disrobe.
